We have developed testing engines in both Flash and PHP. The advantage of Flash is that it allows for a more sophisticated look and feel whereas PHP is quicker to load and doesn't require the Flash Player to be installed/
Which of the two you choose depends on your target audience and the type of test. For a relatively simple test such as that on PassYourCitizenship (simple in the sense that questions are in one of only 4 formats) PHP is the ideal choice. For products aimed at children or that have more complicated requirements such as the tests on PassYourTheory, then Flash is usually the better choice.
